AR levels follow the U.S. grade scale, so 4.5–4.9 is text written at roughly the grades 4–5 level. That is the difficulty of the words and sentences, not who the book is for: picture books are often read aloud to younger children than their AR level suggests, and many children read comfortably a little above or below their grade.
